A proposed TH3 4P3X F0UND4T10N™ public-benefit programme

Support That Does Not Disappear When the Signal Does

4P3X AI™ Free Support Access Network

The 4P3X AI™ Free Support Access Network is a proposed permission-based public-benefit network designed to give people free-at-the-point-of-use access to practical guidance, accessible learning, wellbeing resources and community support.

Ciaran Kelly has already developed 4P3X AI™ and 15 dedicated support App foundations using a local-first, offline-capable approach. Once approved knowledge and support resources have been installed on a compatible device, many core features can continue working without a constant internet connection.

Developed concept

Supported by working foundations

The concept is backed by existing local-first 4P3X technology and 15 support App foundations.

Next phase

Ready for controlled development

Further technical development, professional review, partnership discussion and carefully governed pilots are still required.

Clear boundary

Not unrestricted free internet

The model is limited to approved support resources through permission-based access routes.

Not yet deployed nationally

No provider-wide claim

The network is not currently supported by every mobile, broadband or public-service provider.

Shared operating position

Local support first. Optional connectivity where it adds value.

The network is a developing public-benefit programme, not a nationally operational free internet service. Its purpose is to connect selected support tools with responsible free or sponsored access routes.

Backend-ready, not backend-dependent.

Offline-first, not internet-fragile. Demo-to-live capable. Installable Apps.

Optional read-aloud

Listen at a comfortable pace

Nothing starts automatically. Visible brand names remain unchanged while speech uses the approved pronunciations.

Read-aloud is ready.

Built to make support more reachable

Practical, patient and non-judgmental support

Ciaran Kelly created 4P3X AI™ to be supportive, practical, patient, calm and non-judgmental. It is being developed to help people understand information, break difficult tasks into manageable steps, explore suitable resources, prepare questions, build confidence and find responsible routes to further support.

The aim is not simply to create another online chatbot. The wider aim is to develop an accessible support system that can remain useful when normal access routes become difficult or disappear.

The network is intended to help when someone has

  • No remaining mobile data or an unreliable broadband connection
  • Limited confidence using technology or an older, lower-cost device
  • Difficulty understanding complex language or systems
  • Additional accessibility or learning requirements
  • Limited access to local services or private first-step guidance
  • Rural, temporary or unstable accommodation
  • A disruption to normal internet services

Designed around offline availability

4P3X AI™ and connected support Apps use a local-first and offline-capable approach so selected core support can remain available without a continuous cloud connection.

Downloaded guidance

Open approved lessons, support materials and simplified explanations already stored on the device.

Guided activities

Use read-aloud content, structured exercises, action plans and confidence-building activities.

Private local progress

Record selected progress, notes or questions locally where the individual App supports it.

Safe delayed connection

Prepare information offline and wait for an authorised connection before any future synchronisation or export.

Depending on the App and device, locally available functions can include

  • Downloaded guidance, lessons and support materials
  • Simplified explanations and read-aloud content
  • Guided activities and selected accessibility tools
  • Local progress, private notes and user-prepared action plans
  • Questions prepared for a teacher, adviser or professional
  • Emergency and professional signposting information already stored in the App
  • Safe waiting for an authorised connection or user-controlled export
Offline-first does not mean internet is never useful.

It means essential support should not become completely unavailable simply because a person loses their signal, runs out of data or cannot afford a continuous connection.

The 15 existing support App foundations

Ciaran Kelly has already developed 15 support App foundations that can form the first practical support layer within the proposed network. Status labels distinguish public demonstrators from wider platform foundations.

Important support boundary: These Apps provide general self-guided support, learning and preparation. They are not described as clinically approved, nationally deployed or a replacement for qualified human services.

How free support access could work

The proposed model uses permission, isolation and approved resources rather than unrestricted free internet access.

1Participating provider, council, charity or community location
2Secure and isolated 4P3X support-access connection
3Approved 4P3X AI™ Support Network gateway
4User chooses an approved support App or guidance service
5Selected support resources are installed or stored locally
6Core offline-capable support remains available after leaving the connection area

Zero-rated mobile access

An authorised provider could agree that approved 4P3X support domains or services do not use the person’s normal data allowance.

Participating Wi-Fi locations

Approved organisations could provide a separate, isolated connection without exposing private devices or internal networks.

Community support stations

Libraries, community centres, shelters, schools or rural facilities could host approved local resources.

Sponsored access passes

Councils, charities, businesses or future Foundation programmes could sponsor limited support access.

Download-once support

A person could install approved resources while connected and continue using many core features offline.

Controlled human oversight

Every route would require permissions, security, privacy, safeguarding, legal review, testing and responsible supervision.

How the Network Could Benefit the Public

The purpose is to reduce exclusion caused by cost, connectivity, confidence, disability, location or circumstances—not to replace existing professional services.

Digital inclusion

Help people who cannot consistently afford mobile data, broadband or newer digital equipment.

Accessible education

Provide selected SafeSpark™ lessons, home-practice materials and adaptable learning support.

Neurodivergent-friendly guidance

Use clearer language, guided steps, read-aloud support and reduced visual overload.

Wellbeing and emotional support

Offer approved grounding, recovery and bereavement resources with responsible signposting.

Family and carer support

Give parents, carers and families practical guidance and accessible learning resources.

Employment and confidence

Help users understand job-related information, prepare questions and break tasks into stages.

Rural and isolated communities

Use offline-capable resources where connectivity is weak, expensive or inconsistent.

Emergency and disruption resilience

Keep selected locally stored information available during temporary network disruption.

Temporary accommodation and homelessness support

Provide private, discreet access at approved locations and downloadable practical resources.

Older and less digitally confident users

Offer large text, voice support, guided navigation and simpler step-by-step wording.

Animal welfare and responsible ownership

Use Four Paws support Apps for positive training, enrichment and responsible care guidance.

Community partnership

Connect technology with organisations that already understand local needs and professional boundaries.

Part of the wider TH3 4P3X F0UND4T10N™ plan

A coordinated public-benefit mission

The future Foundation’s purpose is to improve access to learning, guidance and support for people who learn, think, communicate or experience the world differently, as well as people facing financial, social, emotional, geographical or digital barriers.

The network is not intended to exist as a disconnected technology project.

It is intended to become part of a wider Foundation system combining accessible technology, offline support, community partnerships and responsible human oversight.

The wider plan could support

  • Accessible education and alternative learning
  • Neurodivergent-friendly tools and communication support
  • Free and low-cost support resources
  • Community technology and offline support stations
  • Family, carer, wellbeing and recovery support
  • Practical skills, employment confidence and digital inclusion
  • Rural and isolated communities
  • Responsible animal-care education
  • Research, feedback, evidence gathering and public-benefit pilots
  • Partnerships with councils, schools, charities, libraries, businesses and providers

The 4P3X AI™ 10% Impact Commitment

A founder commitment intended to connect eligible future commercial success with transparent public benefit.

Founder commitment established — formal Foundation structure planned

Founder-led intention

Ciaran Kelly has made a founder commitment that 10% of the profits he personally receives from businesses and products created through the Ciaran Kelly and 4P3X AI™ co-building process will be set aside to help build the future work of TH3 4P3X F0UND4T10N™.

This is intended to support accessible learning, practical support, digital inclusion and responsible community technology.

Required before formal implementation

  • Clear legal structure and independent governance
  • Separate accounts and financial controls
  • Transparent reporting and programme criteria
  • Conflict-of-interest controls
  • Safeguarding arrangements
  • Appropriate legal, accounting and professional advice
Current status: Until the Foundation is formally established with appropriate governance, this platform does not imply that money is already being collected as registered charitable funds.

Supportive Technology With Clear Boundaries

4P3X AI™ is designed to support people, not control them.

Supportive design principles

  • Calm and non-judgmental language
  • Simpler explanations and manageable next steps
  • Privacy and minimum necessary data collection
  • Visible, controllable memory and local deletion
  • Clear separation between guidance and professional advice
  • Urgent signposting to suitable official services
  • No claims of consciousness, medical qualification or professional licensing

Human control remains essential

The support network must never replace emergency services, medical professionals, safeguarding teams, qualified legal or financial advisers, counsellors, teachers or other responsible human services.

High-impact decisions, approvals, safeguarding responses and provider actions must remain under accountable human control.

Security and provider protection

Permission and technical isolation are mandatory

No private router, provider network or community connection should be included without clear permission, technical isolation and appropriate security controls.

  • Separate guest network or VLAN
  • No access to private household or organisational devices or files
  • Bandwidth, fair-use and host-service priority controls
  • Provider-authorised configuration and secure updates
  • Abuse monitoring, incident response and immediate host opt-out
  • Clear consent records and privacy-preserving authentication
  • Human approval for high-impact actions

Required status and support disclaimer

TH3 4P3X F0UND4T10N™ is a planned future Foundation initiative and is not presented as a registered charity.

The 4P3X AI™ Free Support Access Network is currently a public-benefit platform concept and technical demonstrator. Wider provider access, zero-rated data, community deployment and telecommunications services would require permissions, contracts, professional testing, funding and applicable legal or regulatory approval.

4P3X AI™ provides general guidance and practical support. It does not replace emergency services, healthcare professionals, safeguarding teams or qualified professional advice.

A support network designed around access

Useful support should remain available when people need it most.

The goal of the 4P3X AI™ Free Support Access Network is to make useful support available to people who may otherwise be excluded by cost, connectivity, confidence, disability, location or personal circumstances.

By combining approved free access with support Apps designed to continue working offline, the project aims to create a system that remains available when people need it most—not only when they have a strong signal, an expensive device or money for mobile data.

This project forms part of the wider plan for TH3 4P3X F0UND4T10N™: a future Foundation intended to connect accessible learning, practical support, digital inclusion, responsible technology and community partnership in one coordinated public-benefit mission.
